Closed heat supply systems: whether their implementation is rational

Repeatedly, the Russian authorities brought up the issue of the widespread implementation of closed heat supply systems. In 2010, Federal Law No 190 "Heat Supply" was approved, which recommends drastically changing the approach to the idea of how the heat supply system should be arranged. The officials recommended the installation of the closed structures, and also to transit from open systems to the closed ones.

Now, seven years after the release of the law, it is possible to summarize the first results, whether the introduction of closed systems was advantageous and desirable in modern realities.

Examples of Russian cities attempted to introduce heat supply systems of the new type

There are only a few cities in Russia, which can be used to exemplify how well a system works. The closed systems were installed in the buildings of the following cities:

  • Tyumen. It was not necessary to switch from open systems to closed ones, since the latter were installed from the very beginning. And the concept of regulation of consumption of heat carrier has been created the at once on several levels in order to ensure correct operation. This allowed to distribute heat in the buildings as correctly as possible. Therefore, the closed heat supply system showed its worth.
  • Chelyabinsk. The automation of heat energy transportation was introduced here, the roundabout integration of the scattered thermal sources in the city was used. This resulted in a 30% decrease in heat losses, and significantly lower costs for residents to pay for public utility services.
  • Yekaterinburg. It was this city that was chosen as an experimental site, where the modernization will be carried out with the transfer of buildings from the open system to the closed circuit of heat supply. However, it is still in the project, since the officials cannot decide who will own the modernized heat supply system. The legislation speaks about property rights of the homeowners, but the program will be budget-financed.

Summing up the implementation of the closed circuit of heat and hot water supply, it can be argued that this design is advantageous only if it is installed in the building from the very beginning. The modernization requires too serious financial investments.
