Who can issue energy performance certificate of the building and in what way?

Each structure needs energy performance certificate of the building, which will display up-to-date information about consumed resources and assigned class of energy efficiency, installed accounting devices, etc.

The legislation provides for three types of energy performance certificates of the buildings:

  • energy performance certificate for apartment buildings;
  • document for Fund for the promotion of housing reform;
  • energy performance certificate to commission the building.

Who can issue energy performance certificate?

In each individual case, the receipt of the energy performance certificate is carried out according to the individual scheme, and the responsible persons are determined by the managing company or the homeowners' association. It is important that the residents of the apartment building based on the law "On energy saving" do not have the right to fill in the document or to initiate checking of the devices for consumption of resources using third-party organizations. The energy performance certificate of the building itself may be issued solely for the organization or legal entity. However, the tenants may well require representatives of the HOA or the management company to complete the document properly.

How shall be the energy performance certificate of the building issued?

To get energy performance certificate of the building, representatives of the HOA or the MC must involve an auditor in the field of energy industry, who has the right not only to carry out checks, but also to issue the state-recognized document. It is important that auditor is a member of SRO in its branch. It is necessary to conclude a contract with such company. It is important that the document on cooperation contains the following provisions:

  • The subject of the contract (energy inspection with subsequent registration of the energy performance certificate);
  • Cost of services;
  • Details of both parties;
  • Term of validity of the agreement;
  • Possibility to solve the arisen disputes and conflicts;
  • Responsibility of the parties.

It is easy to receive energy performance certificate of the building. But it is worth mentioning that check of the energy efficiency of the building shall be carried out at least every five years, to make necessary adjustments to the received document. Repeated checks and re-registration of the energy performance certificate can be entrusted to the auditor with whom you have already cooperated, or address the representatives of other auditing company.
