Why compiling energy performance certificate of the institution should be entrusted to an external specialist

The Federal Law "On energy saving" obliges each residential apartment building to provide a special document, which will indicate the class of energy efficiency of the building, the list of energy metering devices, data on activities intended to reduce the amount of resources consumed, etc. which is an energy performance certificate of the apartment building and is issued with the help of an auditor firm in the field of energy industry.

Important principles of issuing the energy performance certificate

The legislation specifies all the stages of obtaining an energy performance certificate. However, the following points should be taken into account, namely:

  • The document is issued by a management company or a partnership of homeowners, if it is a matter of several buildings subordinate to one Management organization, then all of them are included in the energy performance certificate;
  • Energy performance certificate of the apartment building cannot be issued to the residents themselves, it is necessary that the document is issued in the name of the legal person or organization;
  • A HOA or managing company has the right to act as a legal person;
  • For individual buildings and structures, the issuance of an energy performance certificate without the legal person is unacceptable, but there is only one exception when it comes to the energy performance certificate for the commissioning of a new or restored building.

Thus, if there are three buildings subordinate to the Management company, the energy performance certificate of the apartment building will contain data about each of them.

Registration of the finished document in the SRO on energy audit is obligatory. The representatives of the self-regulating organizations transmit data on the inspection and a copy of the energy performance certificate to the Ministry of Energy. Without this procedure the document will not have legal force, the responsible persons can get administrative punishment for the failure to present the document, and the fine for legal persons can reach 250,000 rubles.

Payment of energy audit and registration of the energy performance certificate with the help of a specialized company-auditor will cost much cheaper.
